General Functions: 

The Co-Occurring Clinician is a vital team member across the Recovery Services Continuum. This position provides clinical and therapeutic roles, which includes direct services to clients who have been identified as needing both mental health and substance abuse treatment.  Duties entail individual counseling, group therapy, education, screening, treatment planning, crisis intervention, coordination and referral to needed services.

 

Duties and Responsibilities:

  • Responsible for the provision of mental health services as they occur concurrently with substance abuse/chemical dependency disorders in accordance with the mission, goals, objectives and policies and procedures of recovery services.
  • Conducts screening and gather information from the client, family and other sources to   support abstinence and life improvement.
  • Conduct clinically specific groups that address clients’ co-occurring disorders.
  • Provide individual counseling and education to individuals through approved counseling methods, lectures and video materials. Uses approved handouts and other homework materials to enhance and support counseling experience.
  • Maintain Recovery Services Case Management System (RSCMS) client records and written reports in an accurate and timely manner.
  • Actively participate in case staffing session to assure continue of care for mental health services by addressing progress in mental health goals and objectives; as well as, participation and progress in group sessions.
  • Transport participants to various sessions and meetings.
  • Coordinate referrals as they pertain to client’s mental health status to clinics, social service agencies, and continuing care; provides advocacy and follow-up on referrals as needed.
  • Coordinate tele-psychiatry services as it relates to policies and procedures. 
  • Participate in training in areas related to improvement of service delivery.
  • Maintain a respectful relationship with clients, former clients, family members and peers.
  • Maintain confidentiality according to regulations, policies and procedures.
  • Perform related duties as assigned. 

Knowledge and Competencies:

  • Knowledge of alcohol and other drugs that includes:
    • The history and abuse of alcohol and addictive drugs and their physical, emotional, social, intellectual, and spiritual impact on the individual, family and Alaska Native/American Indian culture.
    • Knowledge and understanding of patterns of chemical dependency in various populations, i.e. Native women, men, youth and minorities.
  • Competent in the collection and evaluation of assessment information from a multi-disciplinary team to determine the primary and secondary problems and other needs of the client and family and the most effective and efficient treatment strategies to help them achieve abstinence and life improvement.  In addition: 
    • Competent in determining if the client fits the admission criteria, i.e., rationale and/or motivation, client’s physical condition and possible need for detoxification or other medical referral and would benefit from treatment at ETC.
  • Knowledge and competency in chemical dependency counseling and intervention techniques applied to individual, group and family situations, including medical model.
  • Knowledge and competency in mental health disorders, co-occurring disorders, diagnostic procedures, DSM-IV, counseling techniques, group therapy, assessment skills, treatment planning and discharge planning.
  • Knowledge and competency in eclectic treatment procedures including: traditional chemical dependency education and counseling, cultural and spiritual counseling, exercise and nutrition therapy, recreation and social therapy, demonstrating personal wellness, self-awareness, understanding, and strength and stability.
  • Knowledge and competency of professional program policies and procedures in the chemical dependency treatment field, i.e., intake and orientation, assessment, individual plan development, implementation and management, referral, exit/discharge and follow-up, records, case management, and program evaluation.
  • Knowledge of ETC Environment of Care, Policies and Procedures and competent in carrying out procedures if needed.
  • Knowledge and competency in emergency medical and first aid care as follows:
    • Ability to determine if a medical emergency exists and to take appropriate action, when necessary;
    • Competent in emergency procedures used in case of alcohol and/or drug overdose;
    • Knowledge of stages of alcohol and other drug withdrawal and competent in appropriate action at each stage;
    • Competent in administering CPR and first aid, when necessary.
  • Competent in dealing with clients in other crises as well as highly structured, fast paced daily routine.
  • Knowledge and competency in keeping client records and in preparing reports according to the policies and procedures.
  • Competent in monitoring and evaluating in clinical staffing, including:
    • Recording the results of client intake and assessments;
    • Preparing a treatment plan according to the needs of the client;
    • Making clear, concise and organized progress reports in the client’s treatment file that meets treatment objectives;
    • Understanding the significance of record keeping;
    • Understanding the legal responsibilities of record keeping. 
  • Knowledge of community resources that support abstinence and life improvement in physical, emotional, mental, and spiritual health, economic security, employment, positive social, family interdependence and positive cultural identity including:
    • Competent in referral procedures and knowledge of admittance criteria for other chemical dependency and/or mental health or co-occurring disorders treatments, other health care and community providers available in Alaska, their treatment philosophy and components of service available, i.e. detoxification, residential, out-client and aftercare;
    • Competent in coordinating with chemical dependency, mental health, health care, employment training, and other social and cultural agencies that can provide services to ETC clients and their families;
    • Competent in communication to the client and family, resources that are available to support abstinence and life improvement as indicated in their multi-disciplinary assessment and individual treatment plan;
    • Competent in communication on a case management level with other service providers.
  • Knowledge of Federal, State and Municipal laws and/or regulations that regulate the treatment of alcoholism and drug addiction, including:

  • Knowledge of cultural and spiritual values and how they relate to the disease, recovery and wellness in Alaska Native and American Indian men and women.
  • Knowledge and competency in public speaking and the ability to plan, organize, and develop audio visual resources and hand-outs for educational lectures and public information speeches.
  • Knowledge and competency in problem solving, stress management, project management, ethics and team building.
  • Knowledge of airborne and blood borne pathogens (B, HIV, AIDS, HB) and risk reduction methodologies and the use of universal precautions.

 

Job Specifications:

  • Demonstrated ability to rotate and work in different clinical positions as needed.
  • Excellent verbal and written communication skills.
  • Proficient with computers and standard office equipment.
  • Demonstrated ability to make decisions, exercise good judgment, and work independently with minimal supervision.
  • Demonstrated ability to work under pressure and prioritize workload.
  • Strong public speaking, organizational, and problem solving skills.
  • Demonstrated ability to coordinate and manage multiple tasks with attention to detail.
  • Required to have current TB immunization and/or verification incumbent is a “reactor.”
  • Voluntary immunization for HEP A&B will be offered/provided.
  • Current CPR and First Aid will be provided.
  • Proficient knowledge and understanding of alcohol and other drugs to include patterns of chemical dependency, collection/evaluation of assessment, mental health disorders, etc. 

Minimum Qualifications:

  • Master’s Degree in social work, psychology, human services, counseling, or substance abuse/addiction counseling.
  • Two years’ experience working in a related field.
  • Level I or higher Alaska Chemical Dependency Counselor Certification or willing to become certified within one (1) year of employment.
  • Continued employment will be contingent upon completion of a satisfactory state and federal criminal background check.
  • Valid Alaska Driver’s License and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age. 

Preferred Qualifications:

  • Licensed by the State of Alaska.
  • EMDR Certified and Trained.
  • Trauma Informed/Trained.
