General Functions

The Recovery Services (RS) Substance Abuse Counselor will be an integral member of the Recovery Services department in CITC’s Recovery Services department. This position is responsible for providing substance use treatment services to individuals who have received a substance use assessment and using the ASAM (American Society of Addiction Medicine) and DSM-5 diagnosis criteria. The Substance Use Counselor will act as an advocate for the participant providing resources, case management, conduct individual sessions ,facilitates substance use related groups, developing individualized treatment plans and maintaining electronic charts of all participants on his/her caseload.

 

Duties and Responsibilities:

  • Conducts admission, intake, and orientation for participants who are entering Outpatient services.
  • Assists participants to identifying treatment plan goals, objectives, and interventions and assuring a written individualized treatment plans is created and maintained following RS policy and procedures. Provide case management services; as needed, in accordance to best practices to provide linkage and advocacy that participant’s needs. Including coordinate referrals as pertaining to employment, mental health, housing, medical with local community clinics, social service agencies, continuing care and provide follow-up on all referrals made.
  • Provide individual substance use education sessions to help individuals identify patterns of substance use in accordance with the mission, goals, objectives and policies and procedures of recovery services.
  • Document in Recovery Services Case Management System (RSCMS) including: intake, referral, diagnosis, treatment planning, case reviewing, discharge summary and progress note documentation for all services in accordance with Recovery Services policies and procedures.
  • Maintain Recovery Services Case Management System (RSCMS) participant records and written reports in an accurate and timely manner.
  • Utilize ASAM and DSM-5 literature when making substance use diagnoses and recommendations.
  • Administers Alaska Screening Tool and Bio-Psycho-Social substance use assessment instruments to determine treatment recommendations relative to appropriate level of treatment services based on criteria developed by the American Society of Addiction Medicine (ASAM)  
  • Understand the uses of Trauma Informed and Motivational Interviewing (MI) techniques. Coordinates with referral sources, involved family members, community agencies and other treatment providers to provide the best treatment and case management options for participant
  • Maintains a relationship with all partnering agencies and referral sources.
  • Provide individual substance use counseling and education to individuals through approved counseling methods, and lectures materials. Uses approved handouts and other homework materials to enhance and support counseling experience.
  • Provide Dashboard points to Outpatient Supervisor in a timely manner.
  • Participate in training in areas related to improvement of service delivery.
  • Attend staff meetings and works collaboratively with other staff in case staffing/review.
  • Transport participants on assigned activities, case management services and outings as needed.
  • Participate in training in areas related to improvement of service delivery.
  • Maintain a respectful relationship with participants, former participants, family members and peers.
  • Perform all related duties as assigned.

Minimum Qualifications:

(I)

  • High School Diploma or GED.
  • One year experience working in a substance use related field as stated in the general functions.
  • Have or able to obtain Alaska Chemical Dependency Counselor Certification (CDC I) within one year from hire.
  • Valid Alaska Driver’s License and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age.
  • Continued employment is contingent upon receipt of a satisfactory state and federal background check.
  • Current Access to all DOC facilities and continue to remain in compliance with all State of Alaska requirements associated with having access to correctional facilities, or ability to obtain within one year from hire.

(II)

  • Associate degree in Human Services or related field. An equivalent combination of education and experience may be accepted.
  • Two years’ experience working in a substance use related field as stated in the general functions.
  • Working knowledge of available resources within the surrounding communities.
  • Experience using electronic health record and or case management system.
  • Ability to train group facilitations.
  • Knowledgeable of Motivational Interviewing and Trauma Informed Care.
  • Clear understanding of the ASAP system.
  • Alaska Chemical Dependency Counselor Certification (CDC I).
  • Current access to all DOC facilities and continue to remain in compliance with all State of Alaska requirements associated with having access to correctional facilities.
  • Valid Alaska Driver’s License and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age.
  • Continued employment is contingent upon receipt of a satisfactory state and federal background check.

(III)

  • Bachelor’s Degree in social work, psychology, human services, counseling, or substance abuse/addiction counseling.
  • Alaska Chemical Dependency Counselor Certification (CDC II).
  • Three years’ experience implementing and facilitating clinical best practices in the substance field, conducting case reviews and placement using current ASAM and DSM-5.
