    General Functions:

    The Family Services Worker (FSW) is responsible for providing direct case management, crisis intervention and skill development services to families exposed to violence and trauma in multiple settings from a strength-based, family-centered, and solution-focused approach to shared participants of Anchorage Community Mental Health Services Trauma Project and Cook Inlet HeadStart.  The FSW will conduct ongoing assessment of needs, strengths, safety, family functioning and parenting; provide linkage to community and informal supports; provide referral to and coordination of service providers including crisis intervention; provide advocacy for access to services and resources; participate in multi-disciplinary team meetings; and provide psychoeducation and skill development services.   The FSW will provide professional consultation and training to OCS and other tribal partners to support ICWA compliance.


    Duties and Responsibilities, including but not limited to:

    • Assesses participant’s situation by collecting and documenting direct and collateral psychosocial information about participant’s functioning, strengths and needs, family system dynamics, environment, and capacity for change.
    • Determines need for protective action by regular assessment and monitoring of safety and lethality, sufficiency of safety plan and participant’s ability to carry out the safety plan to determine when emergency actions are necessary.
    • Develops Family Service Plan by identifying treatment goals/objectives with participant(s); by determining pertinent resources, strategies, and interventions to promote growth and change.
    • Fosters participant’s action by observing attitudes and patterns of behavior; by explaining and identifying new options and resources; by providing didactic teaching/modeling of skills that promote child growth/development, safety, home structure/management, community access, daily living skills, and social skills; by providing crisis intervention and emotional support; by implementing strategies to engage non-participating or hostile family members.
    • Facilitates access to services and resources by initiating referrals and ensuring linkage to providers through individual and system advocacy.
    • Monitors progress toward Family Service Plan goals and objectives by reviewing and adjusting services provided in concert with participants and providers.
    • Assures quality services for participants by engaging in identified standards of practice; by promoting effective communication with other service providers through multidisciplinary team meetings and case staffing to ensure that services are appropriate and non-duplicative.
    • Maintains agency and project credibility by establishing working relationships with consortium partners, advisory and related service agencies.
    • Promotes the agency and project by demonstrating a functional understanding of program services available for participants; by adhering to professional code of ethics.
    • Maintains operations by following policies and procedures.
    • Maintains professional and technical knowledge by attending workshops and mandatory trainings; by reviewing profession publications; by establishing networks of community resources.
    • Complies with federal, state and local legal requirements by studying existing and new child welfare legislation including ICWA; by enforcing adherence to requirements including mandatory reporting of child abuse and neglect; by advising management on needed actions.
    • Maintains client confidence and protects operations by keeping verbal and written information confidential per applicable state/federal statute; by the appropriate and efficient use of technical resources.
    • Contributes to project team efforts by accomplishing related results as needed.

    Job Responsibilities Related to Patient Privacy

    • The incumbent is expected to protect the privacy of all patient information in accordance with ANFP’s privacy policies, procedures and practices, as required by federal and state law, and in accordance with general principles of professionalism as a hybrid health care provider.  Failure to comply with ANFP’s policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or membership or association with ANFP.
    • The incumbent may access protected health information and other patient information only to the extent that is necessary to complete job duties.  The incumbent may only share such information with those who have a need to know specific patient information in possession to complete job responsibilities related to treatment, payment or other ANFP operations.
    • The incumbent is encouraged and expected to report, without the threat of retaliation, any concerns regarding ANFP’s policies and procedures on patient privacy and any observed practices in violation of the policy to the designated Privacy Officer.
    • The incumbent is expected to actively participate in ANFP privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with ANFP policy.
    • Job Specifications:
    • Excellent verbal and written communication, assessment, evaluation, plan implementation and documentation skills.
    • Demonstrated ability to establish trust with families experiencing stress and/or crisis.
    • Willingness to work with participants in various settings (home, community, office).
    • Excellent problem solving skills.
    • Ability to coordinate multiple activities with limited supervision.
    • Ability to exercise independent and analytical judgment.
    • Demonstrated knowledge of child welfare and related systems.


    • A Bachelor of Arts or Sciences degree in psychology, social work, or related social services or year for year of relevant experience.  Master’s Degree in related field or year for year experience preferred.
    • One year of full proficiency in service delivery in all aspects of human services, especially home based services; working knowledge of dynamics of human behavior of individuals and groups.
    • Computer skills in word processing, spread sheets, databases, internet and e-mail.
    • Experience working with Alaska Native families, knowledge of their values and belief systems, and working knowledge of historical and contemporary social, economic and cultural problems of the specified geographical area.
    • Continued employment status will be contingent upon satisfactory completion of a state and federal criminal background check in compliance with the 1990 Indian Child Protection Act.
    • Valid Alaska Drivers License and insurable under respective ANFP partner agency automotive insurance.
