    General Functions:

    The Business Analyst analyzes and translates departments' business requirements/processes into system deployments and/or technological solutions.  Incumbent leverages process automation to minimize staff resource expenditures, maximize standardization, institutionalize knowledge, and ensures data quality and data integrity.  The Business Analyst identifies opportunities for improving business processes through information systems; assists in the development and support of new systems.


    Duties and Responsibilities, including but not limited to:

    • Defines and documents customer business functions and processes.
    • Identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.
    • Acts as a liaison between departmental end-users, technical analysts, information technology consultants in the analysis, design, configuration, testing and maintenance of management systems to ensure optimal operational performance.
    • Analyzes the feasibility of, and develops requirements for, new systems and enhancements to existing systems; ensures the system design fits the needs of the users.
    • Tracks and fully documents changes for functional and business specifications; writes detailed universally understood procedures for permanent records and for use in training.
    • Identifies opportunities for improving business processes through information systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems and/or operational changes.
    • Reads and interprets management systems and functional technical literature and translates in terms understandable to the end-users.
    • Plans, captures, and develops reports. Specify export, report and extraction processes, programs and formatting for department and business needs.
    • Maintains and backups databases.
    • Participates in user acceptance testing and testing of new system functionality.
    • Provides technical assistance in training, mentoring, and coaching professional and technical staff.
    • Develops training curriculum and conducts training sessions covering assigned systems module.
    • Directs or participates in studies of new and existing programs and special projects to determine feasibility, resolve problems including organizational, procedural, technical and fiscal research and analysis; develops information system documentation to support efficient operations; prepares reports and written findings and recommendations; and monitors changes.
    • Provides work direction to one or more technical or clerical staff or acts as a team lead on designated projects.
    • Provide project management for key company IT projects.
    • Provide on-call support for downed systems.
    • Direct in the data warehousing solutions.
    • Other duties as needed and/or assigned.

    Job Responsibilities Related to Patient Privacy:

    • The incumbent is expected to protect the privacy of all patient information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law, and in accordance with general principles of professionalism as a health care provider. Failure to comply with CITC's policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or membership or association with CITC.
    • The incumbent may access protected health information and other patient information only to the extent that is necessary to complete your job duties. The incumbent may only share such information with those who have a need to know specific patient information you have in your possession to complete their job responsibilities related to treatment, payment or other CITC operations.
    • The incumbent is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on patient privacy and any observed practices in violation of the policy to the designated Privacy Officer.
    • The incumbent is expected to actively participate in CITC privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with CITC policy.

    Job Specifications:

    • Excellent verbal and written communication skills.
    • Strong organizational skills with ability to coordinate multiple activities.
    • Demonstrated ability to define problems, collects data, establish facts, and draw conclusions.
    • Must be able to work effectively in a team environment.
    • Knowledge of SQL Server administration tasks involving security and backups.
    • Working knowledge of programming in VBA/VBScript/T-SQL/C#.
    • Working knowledge of IIS using and the .Net framework.
    • Demonstrated ability to write reports, business correspondence, and procedure manuals. 
    • Working knowledge of SSRS to schedule reports (delivery via email) and on demand reports.


    • Bachelor's degree in Information Technology, Computer Science, or related field, or four years progressively responsible work experience in a related field. Year-for-year experience may be substituted for educational requirement.
    • 5 years' experience developing and maintaining SQL Server relational databases
    • 5 years' experience analyzing, designing and developing software applications.
    • 1 year experience with MS-Access (version 2000 or later) working with forms and reports. Access Data Projects (.adp files) a plus.
    • Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.
    • Valid Alaska Driver’s License and be insurable under CITC's automotive insurance.

    Preferred Qualifications:

    • Experience with Microsoft SQL Server version 2008 and higher
