    General Functions:

    The Eligibility Technician is an integral member of the Intake and Maintenance teams within the Employment and Training Services Department (ETSD).  This position is responsible for a variety of administrative duties related to determining our participants’ eligibility for services, such as data entry, referrals, filing, greeting the public, reviewing applications for completeness, photocopying, typing labels and setting up files, determining accurate eligibility determinations, processing cash assistance authorizations, conducting in-depth interviews, gathering data, conducting investigations, and ensuring accurate data review and analysis for the new and ongoing participants for the  Temporary Assistance for Needy Families (TANF) program, BIA General Assistance (GA), and Employment Services of CITC. Eligibility Technicians must possess experience working with families in the Alaska Native and American Indian community who are coping with a diverse array of family dynamics,  including, but not limited to: the transition from welfare-to-work, substance abuse treatment,  child protection and/or child abuse concerns, medical or behavioral health issues, family crisis, domestic violence, financial hardships due to lack of work or lack of income, job layoffs, and disaster situations, including economic and natural disasters. Eligibility Technicians will be primarily assigned to one of two teams, Intake and Maintenance, and they will also be cross-trained in each team to ensure proper staff coverage for both functions.


    Duties and Responsibilities:

    Intake Eligibility:

    • Screen and assess for participant needs at the time of initial contact with the department.
    • Make appropriate referrals to other CITC programs as well as outside agencies.
    • Type labels, set up initial files, and file and retrieve records and reports according to alphabetical, coded, or other established file systems.
    • Complete all forms required for new participants.
    • Conduct initial application interview for families applying for Tribal TANF, GA, and Employment Services.
    • Gather required documentation pertaining to income, resources, expenses, participant identification, etc.
    • Determine participant initial eligibility for the Tribal TANF, GA, and Employment Services. 
    • Ensure accurate and timely communication with participants, Case Managers, and State of Alaska Food Stamp/Medicaid Eligibility Technicians regarding the status of each assigned Tribal TANF case.
    • Transfer approved participant files to Maintenance Eligibility Technicians.  

    Maintenance Eligibility:

    • Assist with intake interviews for GA and Employment Services.
    • Determine on-going eligibility for open Tribal TANF and General Assistance cases.
    • Conduct periodic review and face to face interviews for on-going eligibility
    • Gather required verification pertaining to income, resources, expenses, etc.
    • Review monthly participant submittals and/or change reports.

    General Duties and Responsibilities for Both Eligibility Teams:

    • Maintain client confidentiality according to regulations, policies, and procedures.
    • Become proficient with the PL 102-477 Grant, Tribal TANF, GA, and Employment Services applications.
    • Become proficient with the Tribal TANF, GA, and Employment Services regulations and manuals, including those under other agencies such as child support services, and permanent dividend program.
    • Become proficient with the operation of the State of Alaska computer system EIS and CITC 477 database.
    • Process and maintain proper documentation for participant files.
    • Process TANF, GA, and Employment Services eligibility determinations within policy timeframes.
    • Ensure high accuracy rate is established and maintained in eligibility determinations and cash assistance authorizations.
    • Mail participants notices to inform them of the need for additional information, documentation or clarification, application or case status, anticipated program changes, and cash assistance amount changes.
    • Perform research on an individual’s background cross-referencing with other state and federal sources.
    • Perform corrective action on participant cash assistance determinations.
    • Become increasingly familiar with interagency interfaces in the EIS system and determine their applicability to eligibility determinations and cash assistance determinations.
    • Become familiar with Cook Inlet Tribal Council, Inc. programs and other community resources, and makes proper referrals.
    • Perform all other related duties as assigned.

    Job Specifications:

    • Demonstrated ability to work independently with minimal supervision.
    • Demonstrated ability to organize work and time, establish priorities, work under pressure, and meet deadlines.
    • Demonstrated ability to work well with Alaska Natives and American Indians and an understanding of social and cultural needs of the Native community.
    • Ability to comprehend, interpret, and apply program policies, procedures, guidelines and instructions through formal and on-the-job training.
    • Demonstrated ability to learn and apply interviewing and investigative techniques.
    • Demonstrated ability to write reports, business correspondence, and procedure manuals.
    • Demonstrated ability to maintain composure and use diplomacy and tact when dealing with program participants.
    • Demonstrated ability to interpret and apply program rules, regulations, polices and procedures, while making initial and continuing eligibility determinations within strict time frames.
    • Demonstrated ability to analyze and accurately classify types of employment, income resources, expenses and other variables surrounding a household composition.
    • Demonstrated ability to effectively communicate program information and requirements to a wide variety of individuals, agency representatives, etc., and to establish and maintain cooperative working relationships.

    Minimum Qualifications:

    • High school diploma or GED.
    • Three (3) years’ experience in a position with the following required duties:  explain complex policies, procedures, services or program requirements to the public and to participants; elicit or exchange information as related to requirements or procedures; provide formal or informal instruction and training; conduct interviews; and provide program related advice to participants when appropriate.  
    • Two (2) years’ experience applying statutes, regulations, program requirements or similar criteria or guidelines to review of individual cases.
    • College work in any field from an accredited institution may substitute for required experience on a year-for-year basis.
    • Continued employment is contingent upon receipt of satisfactory report from a state and federal background check.
